Executive Leadership


Christine Heckman-Spano, CPA/MBA/CITP - President

Christine is Akterra’s majority shareholder, President and Chairwoman of the Board of Directors.  She is a Certified Public Accountant with over 20 years of experience dealing with systems implementations, FAR compliance, compliance with laws and regulations, strengthening internal controls, forward pricing, budgeting and complex financial modeling. Christine also has significant project management and industry experience at the Controller level in the government contract industry. She is an active member of the American Institute of Certified Public Accountants and the Maryland Association of CPAs. Christine holds a MBA from Johns Hopkins University and a BS in Accounting from Shippensburg University of Pennsylvania.  In addition to her CPA certification, Christine is also a Certified Information Technology Professional.


Jeff Davis, CPA - Director

Jeff Davis is a Certified Public Accountant with over 12 years of experience including 4 years of experience specific to providing services to the U.S. Government. Mr. Davis has experience in benefit plan audits, Federal pension plans, Federal accounting, GAGAS audits, and Office of Management and Budget (OMB) Circular A-123 internal control services and OMB A-133 audits. In the commercial sector, Jeff has worked with companies ranging from government contractors, not-for-profit entities, software developers, and technology firms. He is highly adept at planning, conducting external audits, and reporting on audit findings. Jeff also has experience with consulting and auditing benefit plans.
