Christine Heckman-Spano, CPA/MBA/CITP
Christine is Akterra’s majority shareholder, President and Chairwoman of the Board of Directors. She is a Certified Public Accountant with over 20 years of experience dealing with systems implementations, FAR compliance, compliance with laws and regulations, strengthening internal controls, forward pricing, budgeting and complex financial modeling. Christine also has significant project management and industry experience at the Controller level in the government contract industry. She is an active member of the American Institute of Certified Public Accountants and the Maryland Association of CPAs. Christine holds a MBA from Johns Hopkins University and a BS in Accounting from Shippensburg University of Pennsylvania. In addition to her CPA certification, Christine is also a Certified Information Technology Professional.
Brigadier General W.P. “Bear” Ard (USAF, Ret)
Brig Gen W.P. “Bear” Ard (USAF, Ret) is the Chief Executive Officer for Akterra Solutions. Mr Ard is a senior cybersecurity strategy and policy subject matter expert, with extensive additional experience in human capital operations, workforce and strategic planning, service delivery and operations, programming and budget, and process improvement and performance management. Recently, Mr Ard provided strategic cybersecurity policy, portfolio management and budget programming, and initiatives advisory services to a key national cybersecurity agency. Before that, he served as the first Director of Workforce Planning and Resources for the Office of the Director of National Intelligence, and as a key subject matter expert in DHS Intelligence and Analysis’ efforts to establish their first program and budget submission tied to their initial Strategic Plan. In addition, he served as Director of Manpower and Organization for the Air Force, Director of Staff and Director of Personnel for one of the Air Force’s largest commands, and as the senior commander operating one of the Air Force’s largest installations.
